Paris MOU names another "rust bucket"

The Secretariat of the Paris Memorandum of Understanting on Port State Control has added another "rust bucket" to the gallery on its website (http;//www.parismou.org).

It is the North Korean vessel Moro 4. With maritime security high on the port state agenda, the parade of deficiencies noted when the ship arrived in Gaeto, Italy, started when port state control officials noted that "the International Ship's Security Certificate (ISSC) was not available, since it had never been issued..."
